ABSTRACT
This paper argues for more involvement of IT system users during the IT evaluation process. To that end, both IT evaluation and stakeholder theory are defined, discussed, and related to each other using IT literature. The paper presents evidenced from IT literature that supports the inclusion of IT system users in the IT evaluation process. The argument is carried forward using a case study recently conducted by the authors of this paper. The study finds that, in the absence of formal IT evaluation procedures, key-user participation in the design and development of the IT system is essential to insure appropriate IT system functionality.
