Citizen-Centric Approach and Healthcare Management Based on the XML Web Services

In this paper, we present the proposals and recommendations on how to promote healthcare management by the XML Web services which offer quality/efficiency improvement of healthcare and medical services through respect for the philosophy based on citizen-centric and patient-oriented by introducing “Microsoft’s Collaborative Health Vision and System”.

The importance of the philosophy “citizen-centric” has emerged as the key factor of ICT environment. This environmental shift in public and private sectors is forcing their management to develop appropriate policies based on the philosophy mentioned above.

As Japan is a rapidly aging society in the world, healthcare management has become an important factor in securing and promoting people’s health and medical services to extend healthy life expectancy. It is critical to be how to cope with increased medical care expenditures for people. Especially, e-government and e-local governments as the key agency must offer efficient systems and guidance of high quality through development of ICT applications in the health and medical area. And the recent promotion of ICT will allow not only healthcare and medical services-related facilities but also people and patients to obtain medical information and exchange latest treatment methods easily through the internet with advanced applications.

Thus, a grand design in the healthcare and medical care sector must be made from the viewpoints of not only medical treatment for sick patients, but also establishing an ensuring health maintenance system for everyone. In order to develop and expand the healthcare and medical care management system utilizing the ICT based on the XML Web services, it is essential to have a mutual linkage and cooperation and share medical data or information among government’s/local governments’ agencies, healthcare and medical services related facilities, private organizations and individuals through ICT network.
