Making the
Evaluation of Information Systems Insightful: Understanding the Role of

ABSTRACT
In this paper, we develop a
critical view of the process of information systems evaluation based on
Michel Foucault’s ideas on power and ethics. The application of these
ideas in practice led to the identification of two layers of power that
impact the evaluation of information systems and future research in this
field: An institutional level and an ‘emerging’ local level. A critical
awareness of this ‘power-ethics apparatus’ by the evaluation practitioner
leads to more insightful information systems evaluation. It has also
implications for future research on the analysis of issues which impact on
processes of information systems evaluation in organisations.
